This mod includes two versions, Sigil Stones Unlevelled and Sigil Stones Unlevelled - Adjusted. The reason this mod was made is because in both OOO and TIE sigil stones are still levelled, make the end reward for a long hard oblivion gate quite useless. This mod only edits one levelled list and is compatible with most mods (load it after your overhauls).
"Sigil Stones Unlevelled" is a plain unleveling; you can get any sigil stone at any level with the exact same chance. It is just as likely to make a Transcendent stone in Kvatch as it is to make a Descendent one.
"Sigil Stones Unlevelled - Adjusted" makes it so not all stones can be received at level 1, and there is a greater chance of getting a much lower stone then a higher one. As your level rises you get access to the better stones and the chance of getting them rises. Personally, I use this one.

Installation

To install, copy and paste Sigil Stones Unlevelled.esp or Sigil Stones Unlevelled - Adjusted.esp to your:
...Oblivion\Data folder.
Then select the mod in the oblivion launcher or OBMM.

Compatible with most other mods, though you might want to load it after overhauls just in case...
