The Mystic Elf's where originally made by Ren as part of the race and hair mod. It was edited by Nec01 into both the Mystic High Elves and Dark Elves. But its been some time since Nec01's updated their mod.
This my effort to reintroduce it to the Oblivion Community with some of the newer mods that have come out in the last year or more.
