Dawngard effects I presume.

Psychedelic. I have a similar screeny from the Shivering Isles just more orangish and greenish.

It snowed as well, my memory is shocking but I do not remember the effects being that good on the XBox 360. I avoid Dawnguard like the plague, but was forced to play without my early mods to test the house, and that is where he was back then before I started modding, in the middle of Dawnguard. And my character Braggen was not even using a bow, so the sun going strange was nothing to do with him. Must have been trying to give him a hint.
