Okay, I've tried again and combined the two "program" names you gave me to come up with TES4Mod. It is a program, and it is available at nexismods, but it is over to 2Meg download limit for non-members, and you have to pay for membership. I have no way to pay online; I don't even have a bank account, and I'm lucky if I make $350 a month. Is there any other way to get it?

Okay, but how do you get those? I cant find them anywhere! In fact, as far as I can tell "TES4Mod" isn't even a program!
