"Map maker" Programs?

For some time now, I've been searching for a "3D map maker" in the style of what you'd expect a game developer to use to churn out simple world-space type maps for myself, to be used for various things. The closest I've ever come is http://www.earthsculptor.com/ this, but the program possesses various problems, possesses nothing in the realm of adding foliage, and more importantly, is potentially over three years out of date.

I'm not looking for anything designed in mind with creating high level renders, however, and the only other "world shaping" programs I found (asides from Earth Sculptor) perform very high level rendering, in the realm of "sculpture" quality. That's beyond the scope of what I intend to do.

Is anyone here aware of what amounts to a publicly released 3D map creating program? (In the realm of game-quality designs, not photo-shoot quality.) Because wherever such a program may be, I've no clue.

Hmmm i'll take a wild stab and say about blender. It has sculpting tools which could be used to make a 3D map you could then unwrap it and make the texture yourself. That's all I can really think of
