I don't think you can 'set' the time. At least not reliably. The 'GameHour' and other time variables are read-only and set by the game engine.

What I have seen people do is force a 'sleep' cycle to make time pass.

set timescale (number)

Default is 30, so thirty minutes pass in one real time minute. Lowering it decreases the speed at which game time passes, and raising it speeds it up. I personally use 12.

EDIT: I may of skimmed the OP. Now I'm not sure if you're asking how to set game time or game time speed.

In the case of the former, I've been partial to bg2408's method with timewarp: Increase the timescale quite a bit, so that time passes faster, then set it back to what the player was using before.

Other then that, I don't know many ways. But I'm fairly certain that it can't be done without scripting, short of sleeping or waiting.
