would suggest starting the story with your character being taken (perhaps unconscious or disoriented) into a strange vault by a rugged old man calling himself "The Collector". He's a bit of a do gooder and brings people from the wastelands injured or well into his safehaven, actually Haven might be a cool name for it. Anyway, this will give you a central place and a reason for new people to be coming in and out over time. Also, the Collector can be sort of a generic background character sort of like our bartender in TT.

No a hotel does not sound good. A Tavern is a public house for travelers and others, a Tavern is an inn with a bar. The restrictions on this game before any of this started were that you needed to not rip off the Tavern Tales and just change the setting to Fallout. Hotel, is just Fallout speak for Tavern. Pick a different locale altogether, there are lots to choose from.

Plus there would be lots of exploring to do in a post nuclear world. Ruined buildings, hourses, corporations, stores.

If the base, whatever it is going to be, is in downtown, then that greatly limits the ability of the characters to go to and fro. Realistically, no Average Joe could fight through DC, show up at the base, realize he left his spare pair of undies back in Vault 101, rerieve rhem, and return to the base. On the otherhand, somewhere like Bethesda Ruins or Fairfax gives players plenty of space.
Just throwing that out there.

We will probably want to work on the 'back story' for the RP first. Perhaps PM between those interested until its fully decided on? I dunno, just throwing out ideas.

I hesitate to say "top secret," but perhaps an unfinished vault. Maybe one that was never completed, and never fitted with an iconic "vault door"

For "the collector", possibly have him as a ghoul. Been around since the war. Perhaps he was one of the generals that order the button pushed, sees his ghoul status as 'punishment', and now he feels the need to atone for his sins. So, he spends his life helping others. He pays premium prices for healing meds, etc.
