Open up the Morrowind.ini and look for the [Archives] section. You'll need to add a new line underneath the last bsa file the next number. For example:

[Archives]

Archive 0=Tribunal.bsa

Archive 1=Bloodmoon.bsa

Archive 2=MW_Children_1_0.bsa

If I were going to add another bsa, I'd use Archive 3=<bsa name>. Also, bsa files need to be in your main Data Files folder for MW to find them.

There is also the BSAReg tool to do just what Jac mention and it's required to have BSAReg.exe in either the Morrowind or the Morrowind\Data Files folder to register any BSA file in the Data Files folder.

If you use Wrye Mash then it's a lot easier to both install/uninstall a BSA based mod. Just remember to run BSAReg after you install or uninstall a BSA mod.
