Silent Treatment

The voice files in my game don't play. Not sure what the cause is, my only guess being a conflict between Robert's Female and Fantasy Figures. (Still no voice with Speaks, and his file uses only Robert's.) Any insights, guesses or hints welcomed.

Problem solved, and it was nothing to do with body mods. I simply had Oblivion generate a new .ini file.

Did you ever resolve this?  Is it loading the bsa file correctly?  That's the only thing I can think of offhand.  I have known the bsa files to occasionally become corrupted (which is odd since nothing should be writing to them) so it might be worth seeing if the voices1 and voices2 archives can be viewed with a bsa browser.

I assume it's not the old "I have no dialogue" message?  I recall that was a problem with switching between game worlds without going through the Correct Procedures.  But I guess you would've mentioned something like that if it was the case.

Is your ini file definitely loading them?  I just ask as I use the method of renaming them to "Oblivion - whatever.bsa" and creating an empty oblivion.esp to force them to load; I vaguely recall various problems with getting bsas to load correctly, though most of the details elude me several years on...

Reinstalled and patched Oblivion today, with no result. I'm going to try simply unpacking some files.

The files play when I extract them, but I still don't know why the game isn't reading the archives. Other sounds play, including music, so the problem must be with the voice archives. No idea what's causing it.

Is your Oblivion.ini file referencing them properly?  Mine has the values SMasterVoicesArchiveFileName1 and SMasterVoicesArchiveFileName2 for the two voice files respectively, and both are also listed in sArchiveList.  Just wondering, as the ini file (in the parent of your saves directory) is one thing that doesn't get updated when you reinstall.  Unless you have some customisation going on there, it might be worth just deleting it and letting Oblivion create a new one...
