Is there any pay to prevent a power from casting if a condition is not met?

I'm having difficulty preventing a greater power from casting if the player is not wearing the required clothing item. What happens if the item is not equipped is the power is triggered with no effect. If the player then equips the required item and tries again, a notification says powers can only be used once a day.
