A little guidance on a spell mod

So, I'm trying to get into the modding scene and so far... the bare bones seem intuitive but there is one major issue I seem to be having in determining how to make the spell work for the effect I intend it to have. I'm starting off by creating an offensive restoration spell that deals some damage and double that amount to undead and vampires. Is this considered relatively complex in terms of making a novice spell? Could I possibly get away with key-wording such a spell or do I need to compose the spell entirely out of Papyrus scripting?
