100,000 Bounty Re-added Randomly

One or two users report that the 100,000 bounty is reapplied on occasion.
One user says that it occurs when fast travelling to the IC. He confirms0 that the quest script that reapplies the bounty (KOTNR18) is not running, and even if it were, the conditions would prevent it being re-applied (GetStage KOTNBR18 is 200).

This appears to be a conflict with Reneers Guard Overhaul's regional bounty system (unconfirmed). I've installed the mod but was unable to reproduce the problem. If anyone else is using this mod, check if your bounty is being reapplied, and see if temporarily disabling it in-game fixes the problem.
