I'm not even sure if I will get a single working plugin but I am in the process of attempting to build updated versions of the existing NifTools plugins...not in terms of functionality but just to work with the newer versions of 3ds Max.
The 1st version I am tackling is 2012 32-bit. I am documenting the technical garbage on the NifTools Forums but there is no need to visit there unless you are just into that kinda stuff but please don't post there unless you are helping with the compilation issues or trying to build your own.
As I start to get a working version of this plugin (nowhere near that point yet), I would like to request volunteers that have 2012 32-bit installed and knows how to use it or has models they can run through the import and export to see if they work. Do we have any members here that fit this profile?
I'd recommend at least the following checklist items to test the functionality of the plugin (features noted here):
Import
- Weapon (with dynamic collision)
- Rock or furniture (with static collision)
- Armor (with rigging)
- Animation Idle (.kf)
- Body (skin deform)
Export
- Weapon (with dynamic collision)
- Rock or furniture (with static collision)

Feel free to suggest other items that should be tested. I'm not familiar with 3ds Max or how the plugin worked in earlier versions.

Just so everyone knows, my website is still available. Only the DNS name has changed.
My DNS host provider DynDNS.com has deleted my lhammonds.game-host.org account. When I tried to sign up for a new account, I no longer am able to select a "game-hosts.org" account and thus unable to restore the original name.
I have kept that account live every 30 days since I joined here in 2006 and created the OBMM How-To web site (and Readme Generator utility).
The hundreds of readme files that have a URL to the readme generator are now forever broken and out of my control. I apologize for that and did not think it would be an issue at the time. I was obviously mistaken and trying to create another DynDNS domain name would stupid of me to repeat that mistake knowing what I know now.
So please spread the word about the new URL and if you are modders, please update your readme files to reference the new URL from this point forward.

Description
This is an Estoc (or "Tuck") sword. It is a variation of a longsword with the specific purpose of defeating heavily armored plate mail. It has no cutting edge...only a very sharp point commonly used for thrusting to split the rings of chainmail or penetrate joints of plate armor.

Description
This mod adds Kodachi swords to a vendor shop.

Details
The kodachi is a small Japanese sword that is shorter than a longsword but longer than a dagger...typically about 2 feet in size. It was made back in a time when Samurai were the only ones permitted to wear longswords. This allowed merchants to carry weapons that were larger than daggers.
The model is a modified Akaviri longsword and the UV maps were kept the same so that any Akaviri re-texture should work for this weapon as well.
The weapon stats are slight greater than Glass and are fully enchanted.
The primary sword is enchanted and can be used 100 times and has the following enchantments:
- Absorb Health 10 pts on strike
- Absorb Fatigue 10 pts on strike
- Absorb Magicka 10 pts on strike
- Fortify Blade Ability 10 pts
The off-hand (shield) version has the following enchantments:
- Fortify Strength 10 pts
- Fortify Intelligence 10 pts
- Fortify Willpower 10 pts
- Fortify Block 10 pts
- Reflect 10% Damage
- Restore 1 pt Health
- Restore 1 pt Fatigue
- Restore 1 pt Magicka
- Shield 10 pts

The weapon stats are slight greater than Daedric but cannot attack ghosts.

Model modifications:
- The blades were separated from the hilt and hilt modified slightly for better transparent blade effects.

- The dagger was modified to more closely match the shape of the SI Amber Longsword.

I will eventually be making a tutorial for bow-making using Blender. I just finished the armor assets for a mod I've been working on for a very long time and am now focusing on the weapons...the 1st one which is near completion is the custom bow. I've been working with Amorilla for some time now for the ability to import and export working bow morphs and now we finally have the capability to make working bow straight from Blender since Blender NIF Scripts version 2.5.4. The only other way to make custom bows before this was using Wendy's bow-making tutorial which involved exporting your bow in the relaxed state as an OBJ and another OBJ with the bow pulled back...then import the OBJs into an existing bow using a very old version of NifSkope (newer version did not work for some reason). This is how Nicoroshi created all of his bows...and here are their tutorials for reference in case anyone is interested:

What Vince said is the best rule-of-thumb that will get your question answered no matter what game you mod for.
Something also to consider is how many of them will be drawn in the scene at the same time. Having one unique and extreme high-poly weapon and/or armor set might be OK but you might bring your game to its knees if it were a replacer for stock weapons and armor that could have several bandits using it on the screen at the same time (like glass or daedric replacers)

Well, those shortcuts are for everything Blender can do...not all of them are likely to be useful to Oblivion modders.

Well, there is another freebie tool for modeling. It is called Mod Tool. You can register and download it from their home page or download a couple of versions of it on TESNexus.

I also have GMAX uploaded @ TESNexus.
For Blender to import and export NIF files, you need several other programs to work in concert with it such as Python, PyFFI and Blender NIF Scripts as well as installing the right versions correctly on your computer. To make sure this is done as easy-as-possible, I've uploaded "packages" to TESNexus with all the necessary software, versions and step-by-step install instructions so Blender will work correctly on the 32-bit or 64-bit versions of Windows XP, Vista or Windows 7. The most stable package I use is labeled "Blender 2.49b Experimental" @ TESNexus

I saw him jumping on case with the Visual C++ 2010 version. I'm working with an older 2008 version. Hopefully between the both of us and the help from corwin and amorilia, we can knock this out.
