[SKY] How to improve an NPC?

Hello as some of you may already know I did this NPC mod that adds a riekling porter in the role of a pet ....

now the rieklings are not proper NPC with proper animations and skeletons , no outfits and no bsdismembermentlocation in nif files so I cheated kind of and created a duplicate of it's version with a backpack ... now I wanted to improve the riekling main issues I do have with him at the momentn ....

It has no lip animation when talking ( even if I did create them and are even included in the mod) use lip files is selected , but the riekling doesnt uses them , I thought that it was couse its a creature and has no facial animation but then I saw that the chieftain of the rieklngs does have lip files and that he does actually also uses some kind of animations ... so does anyone know how to enable lip files for riekling and enable their speech animations as well ?

btw what does actually influences the encumbrance ? I tried the stamina but doesn't make any difference ....
