Well its either the fact that you are using steam workshop's subscribe or Nexus Mod Manager.. though I highly suspect you're using the steam workshop's subscribe. Quit using steam workshop and you wont have that problem :)

Sorry, I always install my mods manually (no Steam, no mod manager of any kind) and they are always automatically activated in the launcher.

Well I'm not sure about yours when you manually install.. But your situation is entirely different than tiger's in that he is just downloading them... he isn't installing them. He has to be using some type of front end that downloads and automatically installs. And the only one that I am aware of that does that is the steam workshop.

 

Ps .. Not only does subscibing download and install it also checks for updates to the mods and automatically installs the update. At least it used to unless they've changed its behavior.

Installing the mods manually won't change the fact that they will be automatically activated in the launcher, anyway.

True, all new mods you install will be automatically activated when you run the launcher for the first time after adding them.

 

A lot of people skip the launcher and use a mod manager instead which is why they haven't noticed this.

 

What is a 'front end' anyway...?

An application like Steam that will handle downloading mods.
