Glitch regarding clipping/collision detection

Hey, whenever I walk around or change my character's position, this strange glitch happens with any water near me where it flashes and makes splashing noises.

Theres also weird clipping issues regarding clutter and NPCs, like at taverns I can always hear objects hitting things. I have a feeling these two bugs are due to the same mod.

Has anyone experienced this? Do you know how to fix it? The only mod I've tried troubleshooting with was SMIM, but it wasn't the problem.

Any help is appreciated!

So does that mean I should download the FPS Limiter mod and make it 60? Becuase yes, I would imagine im getting over 100 fps right now

Actually I don't have this setting? Also I should mention I'm using ENBseries. Would it be somewhere else because of that? If not, which category should I type in under in Skyrim.ini?

Hhhmmm.... Watching the video, I see that kind of thing as well in Fallout 4, and my FPS is already capped, so, likely NOT going to solve your issue.... Try disabling the enb, and see if anything changes.

I found an FPSLimit function in enblocal.ini so thanks for helping me figure out the problem!
