Hmm...Y'know...if you extend the shaft a bit and put crystalline textures on the spikes (and maybe a floating crystal in the center of the ring), it would make a neat mage's staff, too.

I was just going to suggest it could be a staff, then I read the others' comments. Now...it could be a custom morningstar.

Vou, we used to call what you described as a "splainer". You waved it around in your hand while you "splained" to someone to play nice or else.
