I should think that, or some variation of it would be feasible. There are numerous Daedra invasion mods out there and one that involves a zombie invasion, including attacks on the major cities themselves.

Here's the most popular I think.  28 Days and a bit 2

I'd say have a look at that one, see how they managed. Perhaps it will help you flesh out your own ideas.
