people of Tamerial don't speak to me

I have a slight difficulty with oblivion. No one talks/speaks to me. If I walk up to a npc they will talk (ie. a Guard: How are you doing Citizen) but if I try to ask for directions or anything, they won't speak, they will move their lips and continue with what they are saying, but no spoken words.

I can hear rain, foot-steps, ambient sounds, etc. just they don't have voices.

Fresh install GOTY Edition

Mods Installed:

00 Oblivion.esm

01 Unofficial Oblivion Patch.esp [Version 3.2.0]

02 UOP Vampire Aging & Face Fix.esp [Version 1.0.0]

03 Oblivion Citadel Door Fix.esp

04 DLCShiveringIsles.esp

My troubleshooting Methods:

Deleted Oblivion.ini and rebuilt it... loaded game, waited 5 days...didn't work

Disabled ALL mods listed above (except for Oblivion.esm of course)... loaded game, waited 5 days...didn't work

Went to different cities, all the same.

I was NOT in SI at all, this is a new game save right from the Tutorial Sewer exit.

I do NOT have any codec packs installed, ie. cccp

I checked in the Oblivion install folder (C:\Oblivion I have Windows 7 Ultimate 64-bit) I have I believe all the correct files

Possibly codec related, if you double click on an mp3 file, what app does it open with?

Were you by chance in the Shivering Isles and then returned to Cyrodiil some other way than the main portal? This type of problem can occur if that has been done, to fix it, go back to Shivering Isles and come back to Cyrodiil through the main portal.

I have no codec packs installed (like cccp). But to answer your question I use Winamp
