How do I stop an NPC following me around the cell

I have this problem whenever I try to create a public place of any sort. It's fine with shops- it makes sense, and makes it harder for the player to steal things, but in my current project (an inn), it really messes everything up, especially as the cell is so large. Basically, what happens is that as soon as I enter the cell, the NPCs inside depart from their usual schedule to follow me around. The cell is set to be owned by a "residents faction" which the player will be added to so that they can take food etc. from the lobby. All the NPCs in the cell are in that faction. I have checked the "public space" box in the cell details. Is there anything I can do?
