Do topics related to a quest automatically disappear once the quest is finished?

I'm finding that my NPC talks about a certain topic just fine until the quest script stops running. The topic does check a couple of quest variables, but I understand that these variables are still available even after the quest script stops running.

The variables are still available, yes. But the topics assigned to a quest won't appear if the quest isn't running (i.e. if you've called stopquest on it).

Usually in this case I make an empty "dummy" quest to hold the dialogue. The dummy quest can run all the time without taking up system resources. This is only worthwhile, though, if your quest is large enough to be worth shutting down completely when it's done.
