That lock icon is how Windows indicates that those files are "owned" by a specific Windows account or user group on your computer; they aren't considered "Public" files. I see this a lot from files that were unpacked into my data folder via OBMM, and sometimes from certain zip files. You can safely ignore it in the case of modded game files.

If you want to remove the icon, right-click on the file and choose Properties from the context menu. From the new window that comes up, choose the Security tab, and click the Advanced button near the bottom. Yet another dialog window will come up. Go to the Ownership tab. Here you will see a list of potential owners, as well as the current owner at the top. Click the "Edit" button to choose a new owner, preferably yourself, and then click OK through the dialog boxes until done. You may need to be using an Administrator account for it to work.

If you encounter this problem often, you may want to search the web for a freeware utility that lets you "Take Ownership" of files right from their context menu so you don't have to do this for every file. Just remember to only use it when you need it, and only on files where it clearly doesn't make sense that you aren't the owner. At your own risk, and all that. ;)
