I'm not sure if this can be done, but I gave it a shot, and this is my results. To what I can see it looks fine in Nifskope, but the boots are invisible in the CK and In-game.

Am I attempting the impossible?

I know it's difficult to see, but SLSF1_Skinned is there.

Ok, since it's no longer skinned, remove that flag see if that helps.

Also, change the first line Skyrim Shader Type to Default, and remove the Environment Mapping flag too.

I'm assuming this is an existing boot model and you haven't touched the textures?

I've found when working with world models that the laziest means of getting them together is to just copy the NiTriShapeData and BSShaderTextureSet blocks to an existing NIF that's reasonably similar. Probably not the recommended approach, but it seems to be working so far!
