ARRGH!!! My dialogue won't work...

I've reached the limit of my (extremely) limited knowledge on the CK...I've got custom dialogue for a custom NPC, and it just won't work! I've done everything that I can think of, including all of the suggestions that I've found on google...she just won't initiate dialogue!!! She just says, "Hmm?", "Need something?", etc...

 

I'm including pics of my quest dialogue, etc...can someone please look at it and tell me what I am doing wrong?

I left out several shots, as they all basically showed the same thing...I'm ready to pull out what hair I have left over this thing! Please, somebody help me!!!

Is your quest Start Game Enabled? Did you generate an SEQ file?

??? I don't know, so probably not...how does one go about generating an SEQ file? My NPC isn't voiced, just on-screen dialogue...I don't know if this makes a difference

I didn't have start game  quest enabled...I clicked it, went in-game to test, and still nothing...
