Disappearing magic effect

I am adding an ability to a NPC with scripted magic effect. The magic effect has following flags : No Duration, No Hit Event, No Area, Hide in UI. Problem is whenever i fast travel or teleport to a cell, this magic effect disappears. Ability is running but magic effect disappears. I tried every flag but it keeps disappearing.
