[SKY] First time using CK, want to mess with the smithing perks

I attached an image with my overall mod concept. I have never used the CK before to keep in mind. I'm looking at the perks for smithing and feeling stumped. I want to make my own smithing overhaul so I can use it on PS4 too.

I can see that each vanilla smithing perk only exists as a requirement to be used in the appropriate smithing recipes but each perk also contains a 'Modify Tempering Health' to a value of 2.00 which is what they mean by allowing 'to improve items twice as much' in the perk descriptions.

I don't see how/where it is limiting that to only the items from said material type. I'd like to make Steel Smithing for instance unlock steel crafting and make it improve tempering of ALL items to a value of 1.20. What do I need to do to actually achieve this? Do I change the value of the original perk to 1.00 and add a new perk to combine it with?

Overall intent is to fuse some perks, slowly build up to 'improve items twice as much' and make a better shape for the tree constellation. Don't even know where to change that.

The limitation on Materials is in the 'Item' Tab. Open the Perk, double-click where it says 'Modifying Tempering', and in the next window click 'Item'. There you will see a list of Keywords. Presumably, if you remove those Keywords the effect will be applied to all items you can temper.

Alternatively, you can open the other Smithing Perks, go to the same Tab, and right-click. That will open a small menu, and you can click 'Copy All Conditions'. Return to Steel Smithing, and right-click again, this time selecting 'Paste Conditions'. Do that for each one.

Yeah, I'm getting help from someone in a discord server at the moment. He said it would be safer to set all the existing  values to 1.00 for each perk and then add a conditionless new entry point to achieve the 1.20, 1.50, 1.70, 2.00 bonus because deleting stuff inside the existing perks could cause them to no longer pop up in the forge menu.

I still need help on how I get my perk tree to have the shape I want and the new branches. Is it just guessing at where it will show up in the game's screen? How would I best tackle it? copy the contents from the existing perks into a new perk and delete the existing ones then?
