As like in video, lights coming and going, anyone know the fix?

This generally means that there are too many lights on the scene; not using a torch fixes the problem.

If you use a follower, as it seems to be the case here, either have your player to use a torch or the follower (only one of them if you have more than one). It's better that you leave the torch to the follower since the torches used by followers work forever.

There is no need for a fix; just avoid using too many torches. The problem is due to the engine limits.

thx, Also when at bridge near windhelm stables there is some kind of texture glitch, when look right it is getting snowy but turn left snowy ends
