EDIT: I've just realised the book this question is based on comes from an official DLC, so I'll give you a clue. Molag Bal created the vampires, but the vampires of Cyrodiil, unlike most other ES vampires, are one unified "Order" who mix with humans and conceal their true nature. Their second patron embodies/allows this manipulation.

I actually get some pretty acceptable FPS outdoors (around 20) but when a crowd comes, it gets close to single figures. It's just that when it comes to loading some areas, it gets slow since my RAM is kind of old and slow. Still, 2 Gbs of it.

And as far as your question, well, I can't really answer that, can I? I didn't include multiple choices for a reason...

Umm.. Hmm.. Most of my knowledge of Elsweyr comes from the mod. I know the Man is the leader of the country (Not a city), and Rimmen is some kind of a wood elf settlement. I've never heard of Torval, so I'll say A, Dune.
